MacBook Pro M1 wont boot up in safe mode

When selecting Safe Mode and holding down shift key and then typing in password Mac Book just boots up in normal mode. Have made sure file vault is off, tried resetting SMP tried everything but still won't work. Had no problems until updating to Ventura 13.4.

To add upon the good advise in previous posting

If and only if this computer is an Apple Silicon Computer - there is no SMC ( System Management Controller ) on these computers

Apple Silicon M1 / M2 Computer

1 - Choose Apple menu > > Shut Down

1B - If using a Bluetooth Keyboard with Rechargeable Battery - Cable the Keyboard to computer for this unique purpose.

2- Do not  attempt a Restart to access this feature. The computer Must be Shutdown and pause for about 10 seconds before moving forwards

3 - Press and hold the power button on your Mac until you see “Loading startup options.”

4 - Choose " Safe Mode "

On a Mac with Apple silicon

Find out if you have a Mac with Apple silicon

  1. Turn on your Mac and continue to press and hold the power button as your Mac starts up.
  2. Release the power button when you see the startup options screen, which shows your startup disks and a gear icon labeled Options.
  3. From this window you can start up from a different disk, start up in safe mode, use macOS Recovery, and more. Learn more about these options

Shut down Mac wait 30 sec till complete shut down. I then press and hold down power button till start up options appears showing HD drive and Gear cog. I then select the HD drive which at first says continue directly under HD Drive which I have selected. I then press and hold down shift key and the continue changes to Safe Mode I select Safe Mode and my Mac restarts asking for password. I enter the password for the HD drive and then my Mac starts up as normal taking me to normal screen. There is nothing displaying Safe Mode anywhere on my screen it is just my normal screen displayed. If it is in Safe Mode shouldn't it be displayed in menu bar?
