How can I use my Nigerian card to pay

I tried funding my Apple account with my card but I keep getting a decline message. The account is opened in the Nigeria region which is the same as the cards. Yet it kept declining.

Have you a Debit/Credit card that is issued to you that is valid internationally and is from the same Country / Region as your Apple ID.
