Mac Mini m1 2020 compatability
Is the 2020 mac mini m1 compatible with the A1407 Thunderbolt display. I've heard using a Thunderbolt 3 to Thunderbolt 2 adapter will work. Do you know if this will achieve full functionality?

Yes, it will achieve full functionality. M1 Mini with my Thunderbolt A1407 Display without issue via the Apple Thunderbolt 3 to 2 adapter.
