strange alert sound at 3A

My phone started making a strange alert sound at 3AM - it was not amber alert and there were no notifications

Amber alerts still sounding even though I have them turned off. I have had this iPhone 14 pro max for two years and just had it sound an Amber alert for the first time tonight. I have always had them turned off. My husband has an iPhone 14 pro and it also had the amber alert happen this evening. Both phones are have current software updates. Does anyone have an idea why this happened?
