Apple Music "Your Offline" using a VPN onnly affects iPad (not iPhone or Mac)

I run a well-known VPN provider on all of my devices including a Macbook, iPad, and iPhone. Only on the iPad does it state "You're Offline" until I disconnect from the VPN service.

Some items to note:

• This is not an update issue since I stay up to date on updates for my iPhone and iPad.
• This is not a general internet connectivity issue since I still can use Safari, Mail, etc.
• This only affects my iPad, not my iPhone or Mac which is very peculiar.
• As soon as I disable my VPN it works instantly (not even a refresh is required).

Does Apple Music have a policy to not allow VPNs?
