App Tracking

I'm trying to enable allowing apps to request tracking, but it won't let me saying that "this setting cannot be changed because your apple id does not meet the minimum age requirements" but I'm 18 and I triple checked that my birthday was put in right. I don't understand why I can't change this setting.
