Ipad and cloud
how do I access my Mac mini from my Ipad via the cloud. They are synced.

You cannot. At least not directly.
If you have Desktop & Documents turned on for iCloud Drive on your Mac, you should be able to see those folders in the Files App under iCloud Drive on your iPad.

Beyond that, there may be other ways to access the Mac, but they don't generally involve iCloud or the cloud in general.
