Notes won't sync from my Mac

I'm having trouble with Notes syncing from my Mac:

• Changes in iCloud or other devices are reflected on my Mac
• Changes in my Mac are not reflected in iCloud except when Notes is first opened. Changes made after are opening are not synced.

I have seen this issue reported elsewhere but it wasn't really solved. I've already tried all of the obvious things - my MacOS is up to date, I restarted, I turned Notes syncing on and off, etc. Again, the sync works when Notes starts but subsequent changes aren't reflected in iCloud. I recently added two Google work accounts to my system although Notes is turned off for both of them although I'm suspicious that somehow that's causing this, Any ideas?
