Why don't weblinks from Music, Spark, etc don't open properly after update to OSX 13.4?

Hello lovely people.

Ever since the latest Ventura update, when I click on a weblink in Todoist, (Apple) Music, WhatsApp, Spark.. etc., the system takes me to Safari but no new window opens and I'm not taken to the associated webpage. Additionally, if I am in Preview and have a link in a PDF, I click on it, get a pop-up message (see attached), click on "Open in Safari", and the same thing happens--it takes me to an already open webpage and then nothing else.The only way I can get to the link is by copying the link and opening a new Safari window myself and pasting...definitely going backwards. Any ideas folks?

  1. You mentioned that opening a link in multiple apps results in taking you a webpage you already have open in Safari, but if you have no websites loaded in Safari, what occurs when you test for the same issue?
  2. You also mentioned updating your Mac to macOS Ventura, but the latest version is macOS 13.4. You can verify this by clicking on the Apple logo at the top left corner of the screen, then on ‘About This Mac’. In case you needed it, this link shows how to first back up, then update: Update macOS on Mac
  3. Any app updates available? Here are the steps to check: How to manually update apps on your Apple device

Thank you so much for your detailed reply and apologies for the late reply (been on holiday).

So this problem seems to have cleared up on its own before the latest update, so I have no explanation. I had the latest update, and never had a chance to try your suggestion of testing when no websites were loaded.
