It is June 2023. My Apple TV HD won't update past tvOS 16.3.2, to 16.5 despite repeated automatic and manual downloads, restarting, unplugging and rebooting, and even resetting.
Now what do I do?

You can try restoring through a connected computer, as described here: Restore your Apple TV - Apple Support. That procedure will erase (again) and install the latest version; then set up from scratch.
Else you may want to seek assistance from Apple directly.

The problem resolved itself when Apple released v16.6, which tells me the issue is at Apple's end. But it happened again when Apple release v17.0, so I followed the link to Update your Apple TV - Apple Support.
A little tough to set up, trying to co-locate all the equipment and find the right cables. Worse still, it took several attempts to download successfully (it kept disconnecting). The procedure took over three hours to finally accomplish.
PS: My Apple TV HD automatically updated itself to v17.1, but now it's back to being unable to update to 17.2. The link I listed last time is incorrect and should read: If you see a warning symbol on Apple TV - Apple Support, as Urquhart1244 had indicated.
You see all these discussions and wonder, why has Apple dumped quality control?
