How is that Passport drive (external USB hard drive) formatted?

A pre-formatted drive would probably be using NTFS (PC version) or HFS+ (Mac version). Out of the box, macOS can read NTFS disks, but can't write to them. Out of the box, Windows can't make heads or tails of HFS+ disks at all. Both OSes can read and write exFAT, but you'd need to erase and reformat the disk (e.g., using Disk Utility) to get it into that format.
