Apple Pay Shipping Address Invalid - State and Zip Code Mismatch Issue

I attempted to make a purchase from a popular clothing brand and discovered that their website supports Apple Pay. Typically, people tend to use the same address for both billing and shipping purposes. My situation is a bit different at the moment. I'm currently residing in a short-term rental apartment for my internship, while my credit card's billing address is still registered at my parents' home. This wouldn't usually be a problem if both addresses were associated with my parents' home. However, when I tried to change my shipping address, the system displayed an error message stating "Shipping address invalid." Intrigued by this error, I examined the address details and noticed that the "State" field was highlighted in red.
No matter how much time I spent attempting to resolve the issue, whether by changing the address to my parents' home or a friend's home, the system recognized those addresses as valid. However, when I entered my apartment address, the "State" field was still flagged as invalid. Interestingly, once the system automatically recognized a valid state, it prompted me to pay taxes. Unfortunately, I couldn't proceed with the verification process because the zip code didn't match the selected state. I encountered the same problem when I tried another popular brand's website.
Based on my understanding, it seems that the validation process of the Apple Pay system doesn't recognize the District of Columbia (Washington, D.C.) as a state. As Washington, D.C. is a federal district rather than a state, the system might be preventing me from completing the verification process. I'm curious to know if anyone who has resided in Washington, D.C. has encountered a similar problem.
