Starting a few weeks ago, my unread message badge notification won’t go away even though all my messages are read. I have to completely turn my iPhone or iPad off in order for the notification to go away. Why is this happening

Thank you. I don’t have filter by SMS. When I go to filter all I have is:
All Messages
Known Senders
Unknown Senders
Unread Messages
Maybe this is because I have an 8+. I checked in Messages in Settings, and SMS message is turned on.
This just started recently around the same time as the last update. The exact same thing is happening on my iPad, which is not connected to data but I have set up to get messages from my iPhone. It does not happen in unison; I may get a badge that doesn’t go away on my iPad but not on my iPhone, and vice versa.
I’ve followed all the steps I’ve found online but nothing has worked. The only thing that will get rid of the badge is to turn off my devices. There just be a bug - hope it gets fixed which is my main reason for posting.
