“Safari cant open the page because the server cant be found”

Hello, this error message keeps popping up if i specifically use the search bar in Safari with google as the preferred search engine. although it will only show the message if i did not type the domain name, such as if i typed “best food”. but if i typed the domain name like “google.com” it will worked just fine. I have tried changing the search engine to yahoo/bing and it worked. It also worked if i use google chrome. This only happened when i am on my cellular network, if i use wifi it will worked just fine

I have tried resetting the network setting, restarting the device, updating my ios version, and clearing my cache and browser data. None of them worked. Although if i turned on my vpn(set to the same country, just with different IP), it will work on cellular data. I have tried switching the sim card to my other iphone, and the error message pops up again there if i tried searching in the search bar.

Is there anything i can do? thank you

iPhone 14 Pro, iOS 16
