There’s a screen time passcode on my iPhone that I didn’t make and I can’t get in to the Apple ID or anything to change it my Apple ID don’t wrk either because it’s missing the I in u cloud when I know I put an I there… please help ?!? How can I fix this problem?

Is this a Used iPhone?
If so, it seems you've been scammed (though a full assumption, on my part). They the site the person should have used, prior to ridding of it: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. They should have known better.
