Screen time resetting

We use screen time on our son's phone and it keeps resetting- deleting all app limits, content restrictions etc. We have reset the code. We have turned it off then on again. We have tried everything and this keeps happening. We had this issue on a old phone and got a new phone and its still happening. We had issues and even changed the apple ID and here we are again. This is ridiculous and I don't know what to do.

You've walked through great steps thus far. In addition to the steps you've already completed, you'll want to make sure that all devices are updated to the latest iOS, iPadOS, and macOS. You an find the steps for updating iOS and iPadOS listed below. You can also find these steps, along with the steps for updating macOS in the following articles.

"Back up your device using iCloud or your computer.
Plug your device into power and connect to the internet with Wi-Fi.
Go to Settings > General, then tap Software Update.
If you see more than one software update option available, choose the one that you want to install.
Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do."
