What is the horizontal yellow line for on quick notes? It seems to prevent me from drawing above or below it.

The yellow line in any note (this illustration is not a quick note) separates typed text from the region where drawing is allowed.

Yes I also find it very frustrating. Is there really no way to stop it happening or move it? I often just want to write notes and have them converted as i go.

Assuming “it” means the yellow line, you don’t have direct control over its existence or placement.
The Notes application creates and/or places it depending on what other elements are in the note. In the example I presented, I first typed text, so the application created the yellow line below that text.
This does more damage when trying to convert handwriting into type. It should be a setting where a person can disable or turn off this function. It's annoying, always constantly trying to avoid making a text box.
