I am unable to verify my Apple wallet, and have not been able to send or receive money on my Apple Pay for two months now

So they restricted my apple wallet cause they couldnt verify my identity when i gave them all my info address ssn and pic of my VALID ID can someone tell me why they couldnt when i can prove i am who i am how do i unlock my wallet from restrictions even after i did everything i need to to prove i am who i am but they somehow are too slow to realize what i sent to verify my identity was all facts even my VALID ID WAS SENT as well as ssn address and such
