Go to Settings. Tap on your account information at the top of the screen. Tap on iCloud>Device Back Ups>iCloud Back Up. Under the button that says "Back Up Now", you will see the time of your last back up.

You pay Apple for space to both sync to and back up to, not specifically to back up. You must also enable the automatic backup function.
