Need to skip quick start

I got my Mom an IPhone xr. I am trying to set it up but I can’t get past quick start. This is her first smartphone so she doesn’t have data to transfer. Please help.

Please refer to Use Quick Start to transfer data to a new iPhone or iPad.

Do you see a "Set Up Manually" option?

Thank you for your prompt response. I couldn’t get past the screen where I was supposed to connect by wifi or pc. I didn’t realize the phone had to be activated.
