I see no active, or available (Settings > Privacy & Security > Extensions > Finder) Quick Action named Combine Images in macOS 13.4. There is a Convert Image. Or one can use Create PDF and it will create one PDF page for each selected JPG images.
If the OP wants to really merge two JPG images, they may need a third-party image handling tool to do that such as Adobe Photoshop, Graphic Converter 12, Pixelmator, Affinity Photo/Designer, or GIMP.

Well, I hadn't looked in Ventura since this post was in Monterey. However, I don't see it in Ventura either. It must have been added by me or something I installed. lol I forget.
Select the jpgs, right click on them. Chose Quick Actions > Combine Images. Follow the prompts.
