I found a Apple watch. And it is locked by previous owner I have a phone number of previous owner but I can't contact it.

This is a user forum, you are not addressing apple here just fellow users
apple can't get involved it would be a huge violation of privicy laws in most countries if they would track customer and keep info about them in such a manner.
you can try contacting apple Support -> Get Support (apple.com) / Contact - Official Apple
and or give them feedback -> Product Feedback - Apple
You've also posted phone numbers in a public forum, open to millions of users from around the world, which is not wise. Never post personal information on a public forum.
I have asked the forum hosts to edit the numbers out for your protection.
Turn it over to the local authorities where you found the watch. You can't send it to Apple. Apple doesn't help with lost or stolen devices.
