I can't get rid of "Message failed to send" notifications. Help??

I tried texting someone on iMessage, but it couldn't deliver since they own an android and I don't have a phone number.

I deleted the message, but I keep getting "Message failed to send" notifications. It's been 3 days, and they generally show up after I restart my phone.

This also happened to an old hand-me-down, and those notications never stopped coming even after months and months.

It's not a huge deal, I just clear them everytime they show up. It is a little annoying though. Any suggestions on fixing this? I'm running on iOS 16.2.

So let me get this straight: You can send the message as normal, the recipient of that message receives it as normal, but you still get the “Message failed to send” notification in the Notification Center on Lock Screen, after every message that you’ve successfully sent and the recipient of that message has successfully received. Is this correct?
