Why the forecast is so inaccurate?

Why is the weather forecast so inaccurate in Apple Weather app? In constantly lies about conditions. It only hits the temperature approximately. But I've been through the rain after relying on the Apple Weather forecast and now I'm just not bothering to check it - it's better to look outside and guess.

Is there a way to change weather info provider in Weather app?
