I was on my phone and everything was fine and then all of a sudden Siri started talking/telling me everything on my phone. It has locked me out and I can’t even put my passcode in or use Face ID. In order to try to put my passcode in I have to double tap everything. (This is not my phone specifically, a family members)
You’ve probably enabled an assistive function.
Easiest way to turn it off is to say “Siri, turn off VoiceOver.”
Using Control Center to disable it is another potential option.
