Looks like no one’s replied in a while. To start the conversation again, simply ask a new question.

Prevent access to Siri when iPhone is locked: Turn off Allow Siri When Locked.

This does not seem to work. I touched the screen to wake it up but did not unlock the iPhone. I said Hey Siri and it responded. I don't interpret that this should happen.

When you touched the screen it scanned your face and unlocked the phone with Face ID, even if you didn’t swipe up. To test this, turn turn the phone so the back of it is facing you, lock it with the SIDE button, and try to invoke Siri.
