I bought a refurbished Apple Watch SE. I thought this would have cellular capabilities but when it is away from WiFi and my phone, it no longer can make calls or send messages. Is that correct?

If it has a red ring on the crown it has cellular but you need to set it up with an eSIM plan extension from your current cell provider. Not all providers offer this- call them.

It doesn't sound like your watch is a Cellular version. Identify your Apple Watch will help you determine what version you actually have.
