"An error occurred while loading a higher quality version of this video."

Hello, I am currently using the iPhone 12 which I have been using for almost two years now and just as today I have been having problems with all my photos & videos from before 2023 saying "Unable to Load Video" or "Unable to Load Photo". Keep in mind I am not on low power mode, my storage is not maxed out, and I am on WiFi. Any solution to this problem?

I actually resolved the issue btw lol. I had to agree to iCloud's new terms.
