can't open files after update to Ventura 13.3.1

My issue is after the update to Ventura 13.3.1 when I double click on files (pdf, docx, jpeg, csv ), nothing happens (has nothing to do with click speed of mouse). Also when I try to send files on my 24" M1 Imac via web based mail (gmail, yahoo) it won't allow me to attach the files to the email. I can open various programs in Applications and they work but I can't open/save a file. I'm thinking of doing a reinstall via recovery or even a clean install (I have both Time Machine and Dropbox backups). Which would be better, or is there something less drastic I can do? I'm really disappointed, except for a couple hard drive replacements in other macs this is the first time I've ever had a problem. Let me know, thanks.

Hmmm... have you shut down and restarted the Mac more than once since you upgraded.

To trouble shoot further you can:


—Test issue in another user (or guest user) account Change Users & Groups settings on Mac - Apple Support

This will tell you if it a universal issue or isolated to your user/admin account. 



—A SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies


Takes a bit longer to get to the login screen, does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, font cache, etc., third party system modifications and system accelerations are disabled.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.


a reboot will put it back to normal mode.


This test will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.

I rebooted multiple times. In Safe Mode the problem persisted. If I used the guest user account I was able to create a couple of dummy test messages in textedit and saved a web screenshot and was able to open by double clicking them and delete them. I guess I'm down to reinstalling OS X when I get the time, I do have an Intel Macbook Pro that isn't affected I can use as a backup. I've got TM backups and Dropbox as well. Thanks
