I have been trying to get this resolved with Apple Support since March 21st with NO success up to this point.
Below is a screenshot of the file folders that will not delete. They don't have any files in the folders. I have also done a screenshot of the error message I receive.
Help would be appreciated,

If you are positive you don't need this, change the permission to Read & Write for admin. (If you are an admin) You might have to do this from Terminal using chown and chmod. You would have to use sudo when submitting the commands.
I'm going to defer to other more experienced members here to help diagnose this. Since it's already in the trash and Admin has read only, makes this a more complicated problem. And never mind about chown and chmod, I'm sort of surprised that Apple support was unable to fix this immediately for you.
Can you show us a screenshot of your 'Get Info' window for this folder with all info expanded?
