I have tried dragging and dropping in trash, in sidebar, in archive in specified envelope. I can delete some junk emails

Try deleting them while in safe mode. It will achieve two things. Check if it's related to your login account and/or fix what it finds wrong during its diagnostics that it performs while booting up in safe mode.
