I had 498 tabs open in Safari (I know….it’s a problem). I mistakenly clicked close all tabs, when I was trying to move a window.
When I press the overlapping squares at the bottom right, and held the + button, and it does allow me to reopen the last 200 or so.
how do I get the other 290 tabs back beyond that?! **I did NOT have safari synced with ICloud.

Yes, as far as I have been able to determine. I have not been able to find an Apple Support document that describes a limit though.
Even that limit may be curtailed under certain circumstances — insufficient iPhone storage for example. If you are seeking iPhone-specific Safari information though you ought to post your question in the Using iPhone - Apple Community. This one isn't it.

So too is having ~500 tabs. 😉 But slightly more seriously, I have eleventy-seven billion tabs saved in my History. Which avoids having innumerable tabs open, in combination with tab groups.
