Is there a way to lock app positions if not is there a way to store the current locations of your apps and have them automatically return to those locations? If nothing else is there a form where one of these solutions can be requested? Why is this not a standard feature that can be enabled? Seems simple enough yet very useful.

No. The is not an option, as of this reply. If you are referring to Apps on the Home Screen, then there is no way to save a layout. Pretty much, it is a template that would be set.
So, Recommend this to Apple:
Unfortunately, no, this is not an option. However, you can recommend to Apple that they make it such.
Provide Apple Feedback:
Apple wont get back to you directly on this, but the more feedback they receive on this, the more they'll know what suits their customers' needs and wants. Being there is no "General" feedback for the App Store, use iPhone feedback, as that is the device you are using.
