How can I transfer my camera photos to iCloud? Upgraded my iCloud storage to 200 but getting message saying storage is full?

Having sufficient iCloud storage is the first part - the second is telling your phone that it's OK to offload the full-resolution images to iCloud, leaving the thumbnail on the phone (and freeing up space).
Check Settings -> AppleID- > iCloud -> Photos and make sure the option to 'Optimize iPhone Storage' is enabled.
