Good afternoon SarahVogt,

Welcome to the Apple Support Communities!

There are two ways to get your iCloud contacts into Microsoft Outlook:

Set up iCloud Mail, Contacts, and Calendar in Outlook on your Windows computer - Apple Support

You can export all of your contacts from iCloud.com into a single vCard file:

Import or export a vCard in Contacts on iCloud.com - Apple Support

"Export a vCard

  1. In Contacts on iCloud.com, click to select a contact in the contacts list. If you want to export multiple contacts, press and hold Command (on a Mac computer) or Control (on a Windows computer), then click each contact you want to export.
  2. Click the Show Actions Menu pop-up button in the sidebar, then choose Export vCard.
  3. If you select multiple contacts, Contacts exports a single vCard containing all of them.

Tip: You can export all your contacts as a single vCard and use it as a backup."

Outlook is a Microsoft application. You would need to access Microsoft's resources to learn how to import vCards into Outlook.

Take care.
