Screen time not blocking app

My sons NBA 2K app will not be blocked by any screen time restrictions including downtime or any group or individual app limits. And before you ask yes I have made sure it is not on the always allowed list. Downtime blocks all the apps it is supposed to except this one game. When he reaches his limit for the game category of apps all other games are blocked but not NBA 2K and yes I have checked that the game is selected on the list of games when In the app limit menu. Also have set up an app limit just for NBA 2K and set it for 1 minute and the app still functions even though screen time will show the game has been played over an hour that day. At this point I’m not sure what else to do except delete the app but would prefer to find a reason why it is bypassing the restrictions.
