How do I set My Location for the weather app on iPad

Unfortunately, you need iPadOS 17 to have the Weather app on iPad. But if you do run iPadOS 17, then you should start with the “My Location” location. Then, if you swipe left/right, you can navigate between My Location and added locations.
The Weather App includes “My Location” by default. Perhaps you’re actually trying to set your locations for the Weather Widget?
To set you current location (or other location) for an installed Weather Widget, touch-and-hold the Widget; an action menu will appear. Select Edit Widget - then tap the location (in blue text). From the list, select My Location - or enter another city of your choice using the Search box.
