I am having the exact same issue. I upload images from my Canon SLR to Apple Photos. These are RAW images. After I edit them they appear blurry on Photos. When I go back to edit mode the blurriness goes away. I am unable to upload them to a shared album. I get a message "The operation couldn’t be completed. (PHResourceLocalAvailabilityRequestErrorDomain error 0.)" I have tried rebooting, opening and closing other Photo libraries and nothing seems to fix it. Th original RAW images don't seem to cause any issues... able to upload them to the shared albums. Mine is a "managed" library per the question on this thread.

I was having the same issue. I uploaded an NEF picture I took on my Nikon. I could not share the edited NEF file through Google Drive, Email, text message, export to desktop, nothing seemed to work. I finally exported as PNG and it worked. The file size is still large and it doesn't appear that any detail/quality was lost. Once I converted to PNG, I was able to share anyway I wanted.

To convert to PNG:

on MacBook photo app, select picture; file to export 1 photo; under kind, select PNG; select destination, and that's it.

I hope that helps.

I had the same problem and finally realized the solution. It's actually very simple.

Apparently, you can't put RAW files in a Shared Album. All I needed to do was export my RAW files to a folder and select JPG prior to beginning the export. I then put the new JPG files back into Photos. I could then successfully upload the JPG files to a Shared Album. Easy, teezy.

A managed library is where the original file is copied into the library's package used from there.

A referenced library is where the original file is not copied into the library but remains where it was when imported. You then assume the responsibility of maintaining the source files and when deleting a file from the library, the source file is not deleted automatically. You must go to where the source file is located and delete it manually.

The managed library is the default. It's not recommended to use a referenced library. There are too many pitfalls in using them which can really mess up a library.

If you look in the Photos/General settings pane you can check, as in the screenshots I provided, to see if it's a managed or reference library.

Same is happening to me. I had run into a similar problem a year or so ago, only then when I tried to create a shared album, Photos would crash. It no longer crashes, but now this new problem - I can create the album but the selected Nikon RAW photos won't upload and generated the same error code. I did not encounter this problem when I created and uploaded photos from Nikon RAW files a month ago. In both cases, some photos were edited with Skylum Aurora HDR (an extension accessed through Photos).
