"Always on" is not in my Display settings
My Apple Watch SE is not in low power or theatre/cinema mode.
In Display & Brightness, I see
- brightness slider
- Text size
- Bold text
- Wake on wrist raise
- Wake on crown up
- Wake duration

Apple Watch SE doesn't support Always On. See the footnote ole in the first section of:
