I purchased a battery pack charger at Target and it is not working. They are refusing to refund my cost or replace the product. I am hoping you can assist

If it’s an Apple branded product, then it should be under warranty with Apple. make an appointment at the Genius Bar of your local Apple Store.
If it is not an Apple branded product, contact the manufacturer.

This is a user to user only forum. And this forum is not in any way associated with Target. Why would you think anyone here has any pull with Target for a product you bought from Target, which doesn't work? You need to work this out with Target.
Why would you think that this was the most appropriate way to respond to someone? There's a way to speak to people and that is not it. I may need to work this out with Target, but you need to figure out how to speak to people.
I wasn't being rude at all. I'm not sure why you would ask about a product your bought at Target on an Apple forum? You only told us you bought an item from Target, it doesn't work and Target is refusing to refund you.
You don't tell us what the exact product is, or who manufactured the product, or even how long ago you bought the product. Even then, it shouldn't make much difference as you bought said product from Target. And this isn't Target. Apple doesn't own Target. They don't have anything to do with customer returns at Target.
