Photos on two ipads

I have two iPads with pictures & only the newest device has been uploaded to my iCloud account. Is there a way to get the pictures from my old device onto the cloud without losing what is currently there?

iPad Air, iOS 12

To synchronise you Photo Library between all of your devices, you will need to enable iCloud Photos on each of your devices. All devices must be signed-in to iCloud with the same AppleID. Depending upon the iOS/iPadOS version, the path through settings will differ:

iOS/iPadOS 16.x

Settings > [Your Name / AppleID] > iCloud > Photos > Sync This iPad - set to ON

iOS/iPadOS 15.x and earlier

Settings > [Your Name / AppleID] > iCloud > Photos > iCloud Photos - set to ON
