How do I move my photos from an old Iphone?

So I recently bought an Iphone 14, on my old iphone 11 my photos were not backed up so I backed them up onto my ICloud then logged into my icloud on the 14. when I looked on the photos, the last photograph was from 2020 when i had my iphone x. I didnt have access to these photos on my iphone 11 but I do now? How cam I get my photographs from my Iphone 11 onto my 14?

Are both devices using iCloud for photos?

Set up and use iCloud Photos - Set up and use iCloud Photos - Apple Support

You can use a computer --> Sync your photos using the Finder - Apple Support
