I can't pair my Apple Watch with my iPhone because it keeps pausing

NO MATTER WHAT I DO MY PAIRING WIITH MY WATCH KEEPS PAUSING I TURNED OFF BOTH AND STARTED OVER AND STILL PAUSING! I DID HAVE MY PHONE HACKED BEFORE?
