I was able to fix this issue without disabling advanced data protection by plugging into my Mac and restoring my HomePod mini from the Finder app.
Here were the instructions I followed How to update HomePod after you have enabled Advanced Data Protection for iCloud - Apple Support
Thanks for the follow up to the soliton. I was having the same issue and also had Advanced Data Protection turned on. Turning this off shouldn’t be a requirement for getting this set up when your phone is near and on the same network. Please do better Apple!
