I shouldn't have to purchase a set of HomePod speakers …

Of course you don’t have to; not at all. But the related article (where you came from) describes the use of HomePod speakers with Apple TV. And your initial question didn’t give me clues for a different kind of setup.

For use with third party external audio systems like AV receivers, the use is described in other support documents:

… 3 remotes rather than one.

If this is about powering on|off other HDMI devices, then that is done through HDMI-CEC. Verify that this function is activated on all your HDMI devices in the setup.

For Apple TV: Settings﹥Remotes and Devices﹥Control TVs and Receivers﹥On

For your TV and audio system: See their manuals. Some brands may have their own trade name for CEC.

Select audio systems may support volume control over CEC from connected devices. If not, then the Siri Remote will send IR signals to an IR receptor on the audio system or TV. This can be configured on Apple TV in Settings﹥Remotes and Devices﹥Volume Control﹥…

HomePod speakers in the same HomeKit room can be used as home theater speakers when set as default audio output, with Apple TV 4K (not earlier models).

No. I do not have HomePod speakers. I have a Pioneer Home Theater system that I have used for years. With that system I have 7 speakers configured to enhance my viewing and listening experience. In fact, I bought the Apple TV 4K 128 GB system to replace an Amazon Firestick 4K. The Amazon Firestick 4K with no other steps, other than logging in to my streaming services, controlled both the TV and the Pioneer Home theater. I shouldn't have to purchase a set of HomePod speakers to replace a perfectly good home theater just because Apple wants to expand the use of a proprietary system without regard for the customers current set up. Rather, it would make more sense for me to return the Apple TV 4K system and return back to what was solidly working in my home for years. I thought the Apple TV 4K system would be a step up. Rather, in my opinion, it's been a step backwards. Back to where I have to resort to 3 remotes rather than one. So if there is no technical resolution for my issue. I will indeed return the Apple TV 4K system and enjoy the equipment that I already have and have already paid for.

Thank you for all of your feedback and suggestions. Yes, I have turned HDMI CEC on for both my TV and receiver. I've connected an HDMI cable to the HDMI 3 port on my TV which is the ARC port. The other end is then connected to the Main IN ARC port on the receiver. The Apple TV HDMI cable is connected to the "Strm Box" port on my receiver. This configuration was working before I upgraded the Apple TV box to version 16.X. The return date is closing for me to be able to return the Apple TV device. It's sad, because I really like how fast the apps load. Perhaps I'll consider purchasing this item again when Apple resolves this issue. I've seen this concern has been previously posted. Thanks again for your guidance.

I have my setup as

Apple TV →[HDMI]→ AV receiver →[HDMI ARC]→ TV

That would make it the Main Out ARC port on the receiver for the connection to the TV.

My Apple TV box is updated to tvOS 16.4 and working fine for turning on other devices in this setup.

I see no reason why this shouldn’t work for you. It seems to be working as intended for most users. Good luck.
