I have a new iPhone 14 Pro Max. When I use the Voice Memo app it stops after only a few minutes. When this happens it seems to affect all of the other apps as well. When I force close the VM app and try to open others, they only open to a white screen. I then have to re-start the phone to regain any functionality. Is there a bug fix for this yet?

A great place to start if your iPhone is new would be to make sure it's running the latest version of iOS, which at present is 16.4.1. If you're not yet running that version, back up your iPhone and then update it using the steps found in Update your iPhone or iPad. If the issue occurs after updating and only happens in the Voice Memos app, you might consider removing and then reinstalling it. Redownload apps and games from Apple has info on reinstalling apps after deleting them.
