Are you using the steps above your post to try installing iCloud for Windows? Here's the link again just in case: Set up and use iCloud Photos on your Windows PC If those are the steps you're taking, but still see that error message, we'd like to help by ruling out some possible causes, along with learning more about what's happening:

1. You mentioned that this is a new Windows PC, but have you already checked that you have the latest updates from Microsoft for Windows?
2. Sometimes unexpected behavior can be resolved with a restart. Has one been tried for your Windows PC?
3. Have you already installed any other apps from the Microsoft store, and if yes, were there any issues like what you're experiencing when trying to install iCloud for Windows?

2. Uninstalled App, restarted laptop, reinstalled and still the same error message
3. Yes I have installed other apps with no issue at all

I'm getting the same issue. Tried this and it doesn't work.
