can't update icloud to 14.1

I have a windows 10 pc and despite uninstalling and reinstalling icloud twice, I'm still getting an error message when I click on icloud settings - upgrade to icloud for windows 14.1 failed. please reboot and try again. error 101.

I have updated the store library also. My computer is fully up to date.

It's really ridiculous that I'm expected to be some kind of computer whizz trying to figure out this. I have hopefully fixed it on my windows 11 laptop, and this pc doesn't meet the requirements to upgrade to 11.
