will I be able to pair my apple watch series 2 with phone running IOS16? if not then what is the maximum IOS phone is able to have to work with watch series 2?

in theory, it should work compatibility is the other way around as in newer watches can't work with older iphones

FWIW a lot of people have had trouble updating or pairing a series 3 watch. It is almost impossible with a series 1 or 2 watch. With the limited memory in a series 3 watch, your best option may be to make an appointment at the Genius Bar in an Apple Store near you and let them look at it:
