iphone 12 mini setup problem

Apple has created four different iPhone 12 Mini models, dependent on the country/region of use. Did you purchase your iPhone in a brand new, factory sealed box directly from Apple or an Authorized Apple Retailer? Did you purchase it in the country where it will be used?

Otherwise, tell us its model number. If you don’t have it on the box, remove the SIM tray and look in the SIM tray slot. Make sure that you're in a place with bright light overhead. The model number is on the upper side—the side with the display.
